SEPTEMBER 29, 2022 DAILY NEWS BULLETIN —TAIWAN’S PARTICIPATION IN ICAO’S GASP, GANP ESSENTIAL TO A SAFE, SEAMLESS SKY

  1. The Taiwan ICAO Action Team conducted bilateral talks with a number of allies and like-minded countries—Nauru, Guatemala, Eswatini, and etc.—today (September 29). These partners recognized the extraordinary performance of the Taiwan CAA in Taipei FIR and staunchly endorsed Taiwan’s participation in the ICAO assembly and its technical meetings in order to ensure regional and global aviation safety. Today’s discussions focused on the oversight mechanisms of the air traffic services and safety audit, UTM (Unmanned Aircraft Traffic Management), aviation security, and global production of sustainable aviation fuel (SAF). In addition to sharing experiences and measures on the aforesaid fronts, the parties also put in place windows of contact to facilitate further discussion of related topics going forward.
  2. High on the agenda of the 41st ICAO Triennial Assembly is to discuss the 2023-2025 edition of the Global Aviation Safety Plan (GASP). Given the huge impact of the COVID-19 pandemic, it is considered necessary to extend the deadlines for certain GASP objectives. The forthcoming amended version of the GASP will specify global objectives for the next three years, based on which all member states are supposed to devise and implement their own National Aviation Safety Plan (NASP). Taiwan is also ready to do the same.
  3. In principle, the Global Air Navigation Plan (GANP) is updated every three years. Another highlight for the 41st ICAO Triennial Assembly is to introduce the seventh edition of the GANP with a focus on amendments for areas critical to safety performance; special emphasis is to be placed on installing a robust air navigation system to ensure safety and the capacity for recovery as well as linking the Basic Building Block (BBB) framework to the protocol questions (PQs) used in Universal Safety Oversight Audit Programme (USOAP) audits, thereby further aligning safety management with the GANP. Setting priorities by taking its lead from the GANP and the APAC Air Navigation Plan (ANP), the Taiwan CAA has devised and phased in pertinent measures to keep up the quality and capacity of Taipei FIR’s flight services. After the amended version of the GANP is introduced, the Taiwan CAA is set to adopt the USOAP’s PQs in examining GANP-related safety performance indicators and implementation thereof so as to further enhance regional and global aviation safety.
