Functions and Operation Standard

The functions of the information office are as follows:

  1. Overall planning of civil aviation's information system.
  2. Coordination, promotion, development and information gathering of civil aviation's information operation.
  3. Supervision of information activities undertaken by the administration’s Organizations.
  4. Establishment, promotion and management of the administration’s information operation standard and uniform coding.
  5. Technical consultation related to the administration’s information system.
  6. Related to the administration’s information security audit and information efficacy.
  7. Propaganda and promotion of information policy.
  8. The management and maintenance of the administration’s information equipment.

The Operation Status of the Information Management Office in CAA

The mission of the Information Management Office in the CAA is to manage, build and maintain the office automation systems and the computer platform for the computerization of the administrative work for CAA headquarter. The software systems include paperwork management, file management, personnel affairs, payroll management, attendance management, accounting operation, air carriers’ assessment, property management, e-mail system, CAA homepage, and knowledge management system. In addition, the CAA Information Management Office is also in charge of monitoring and reviewing of the computer information affairs of the CAA subordinating organizations.
Due to the limited manpower in the government sector, the Information Management Office focuses on the management side. Development and maintenance of software systems and hardware equipments are mainly outsourced. Therefore, the on-site-stationed maintenance services from the computer software firms are retained for the critical operation systems and the administrative management systems. Other less important systems are maintained on an on-call basis.
As to monitoring the CAA subordinating organizations, the responsibility of the Office is manly to review their annual budget, the major procurement and maintenance cases. The Office also dispatches its staff to visit those organizations to audit the service efficiencies and information system security affairs.

CAA's administrative and managerial application systems

There are two types of information systems that are currently used by CAA. The first type is the fundamental operating application system, such as human resource, salary, accounting, finance, library management and paperwork management. The other type is the managerial application system, such as flight safety operation and management system (including the system for evaluating airlines), video conference and information management system. Additionally, CAA completed the network infrastructure and built up the mail server system in May 2000. The descriptions of these systems are given as follows.

1.Salary Process System

This system is designed as a Web-based service. The system can connect to the human resource system and maintain the current staff information. The system handles monthly salaries, income tax receipts, and the tax report forms of around total 200 staff of the CAA.

2.Human Resource and Management System

This system is designed based on the national united human resource management system which is developed by the administration and human resource bureau. This system handles organization, personal information, duty and service management, position transition or changing, benefits, retirement, merit system, bonus-penalty, assurance, statistics and system management.

3.Accounting Procession System

The main function of this system is to process the check, bill list, the monthly accounting report, and annual budget report.

4.National public asset and financial management system

This system supervises CAA’s all kinds of National public properties, including lands, facilities, buildings, equipments, machines, traffic and transportation facilities, miscellaneous facilities, and bonds; It is able to deal with the official business and non profit operating cycle fund. In addition to these basic functions, the system can also be used for inquiring the statistics, printing and transmitting files; it is able to assist CAA integrate and transmit the relevant documents to the MOTC and MOF for finance management as well.

5.The importing evaluation and management system for the tax-free aviation supply

This system provides the connection among the CAA, aviation users, Tax and Customs system, and Tax and Customs Administration via a Trade-Van Information Services network. The user can use an online service to apply for tax-free aviation supply importing evaluation and certification, and automatically deliver to the Tax and Customs system for processing the relative procedure by a computer. The above process realizes the combination of two applications for the certification, united window and paperless process, shortens the processing schedule and speeds up the acquisition of supplementary material.

6.Paperwork process and Document file management System

This system is mainly used to integrate the editing and transmission of CAA’s official documents, and the submission, tracking and archiving of each unit’s official documents. Additionally, it has the functions of inquiring, calculating statistics and checking progressing status and alerting the responsible party. Units such as ANWS and all airport authorities also use this system.

7.Library System

This system is able to use online search via the internet; citizens and CAA’s staff are able to review the index of CAA’s library and selected publications by connecting to this system. In addition, the system function includes lending counter service, publications management, index management, library information setting, reader management, public inquiry and system management.

8.Flight safety management information system

The goal of this system is to implement the electronic database including airlines’ login information, aircraft registration status, the specifications and basic information of aircraft and engines, certification records of aircraft, and aviation personnel (e.g. pilots, mechanics) and each control document of each airline. The system also provides the functions of providing necessary information required by flight safety personnel, creating the examination report, tracking business, and processing statistics to assist the tracking of work plans and flight test results.
The purpose of the annual service evaluation of civil air transport is to make the policy of air management well, promote the competition and protect the consumer rights and interests. By integration of information technology and the Internet, airport and airlines can collect, arrange, retrieve, compute, query, and store any material. The benefit is that the system can reduce the human errors and the time waste in document transit. The result of this evaluation is critical reference material for supervision of industrial circle.

9. Information Management Systems

9.1 CAA's Weekly Meeting Management System

The directors of CAA’s divisions ,offices chief and subordinate organizations chief will attain the Twice monthly Meeting. The goal of implementing this system is to track and check the progress of assignments from director general and to complete the paperless meeting minutes.

9.2 The Direct General’s mailbox Management System

Citizen comments from paper documents, FAX, telephone, interview or e-mail will be stored and managed in this system. The system can improve service and strengthen management. The process include in the following procedures; the system will registered the citizens’ comments submitted from supervisor units, paper documents, or e-mail; those information will delivered to the relevant units; then promoters will response results via online check and send a reply mail or transmit the results to official document system for delivering. And comment writers can check the progress via the internet.

9.3 Information Facility Maintenance and Management System

The number of PC reached 350 and the workload relative to request contractor for repair, maintenance and management will increase day by day. For promoting the efficiency of hardware and software maintenance, online support shall be offered. By online system, the officials can submit the request in case of any problem. After reviewing of the request, the designator or designated contractor will handle the request, record the progress and write the report. All are to increase the efficiency of responses and make the progress management on schedule.

9.4 The Electrical Board Subsystem

The CAA’s public released documents are presented in paper copy presently; this method is not efficient. To improve the efficiency of document transmission and to reduce paper consumption, the electronic bulletin board subsystem was developed.

9.5 Document Management System

This system collects the electronic files from each unit and progress them step by step for information exchange and management.

9.6 Preliminary Executive Plan management System

This system is a preliminary computerization of an executive plan. The process includes plan submission from each unit, online approval, delivery, comment integration, preliminary review, final review, and finalization. The budget schedule and management are computerized as well, and this system provides real time inquiry and tracking of the current progress of the plan.

9.7 Regulation Management System

Regulations drafting, announcing, and amending can be accomplished via online functions. These functions include input, certification, public release, version control, and print and search of the draft review.

9.8 Appliance Delivery Management System

This system provides online purchase, application and retention of common and specific appliances; the purchasing and application form can to be used online to accept deliveries and evaluate the inventory, and check the balance of the stock in real time.

10. Knowledge Management System

The goal of this system is to assist civil aviation professionals by strengthening the communication among CAA units and subsidiary. Besides the maintenance of the knowledge structure, the management of core network users, database processing, information report and review, this system also provides the analysis of statistics, news management, and knowledge exchange.

11. e-Learning Management System

The implementation of this system is able to provide a digital learning environment to CAA staffs to improve experience and knowledge exchange and to strengthen staff’s professional abilities. The system functions included online learning management, class announce management, learning record and management, and the analysis of statistics report.
