Aerodrome Engineering Division

Preface

  1. To study and resolve the aerodrome engineering technology standards and regulations.
  2. To implement the revision of the airport master plan, the airport construction feasibility study and the environmental impact evaluation.
  3. To plan, design, execute and authorize the suggestion of the aerodrome engineering.
  4. To supervise the construction of civil airports.
  5. To verify and supervise the surveying, designing, tendering, constructing, verifying and transferring of fire fighting facilities, electrical & mechanical facilities and civil engineering projects.
  6. To verify and supervise the management of confined buildings and obstruction in the building restriction and limitation area for the airport operation.
  7. To manage and audit the maintenance, new construction and reinforcement of aerodrome facilities.
  8. To negotiate, verify, supervise, execute the requisition, appropriation, lease, evaluation and lawsuit of the acquired lands.
  9. To apply and manage the alteration of urban plan and the use of non-urban lands.
  10. To manage and supervise type 1 and 2 properties.
  11. To collect and report the information and status of major construction projects.
  12. To plan, audit and coordinate the development of airport accessory aviation industrial park.
  13. Other affairs.

Business Description

Planning Section

  1. To draw up and modify the airport design standard(the landside).
  2. To organize the airport construction committee and in charge of the relevant affairs.
  3. To map out the airport system plan.
  4. To study the feasibility of airport construction, and determine the best location for a new airport.
  5. To select and evaluate the airport site.
  6. To prepare the airport master plan.
  7. To prepare the environmental assessment study of the airport construction.
  8. To verify and supervise all preliminary planning of aerodrome construction project.
  9. To be in charge of the construction project management, quality audit, schedule control ,and appraisal.
  10. To collect and report the information and status of major construction projects.

Civil Engineering & Architecture Section

  1. To study and resolve the construction and design technical standards/ regulation of Aerodrome Civil Engineering & architecture.
  2. To study and integrate the related regulations of construction restriction and limitation for the airport take-off/landing zone.
  3. To supervise the civil engineering construction of civil airports.
  4. To enforce, authorize, audit and supervise the civil construction project of CAA and its subordinate organizations.
  5. To verify the buildings within the construction restriction and limitation area for the airport take-off/landing zone.
  6. To supervise and manage the obstacles in the airport take-off/landing zone.
  7. To verify and audit the maintenance contract of the aerodrome civil construction.
  8. To evaluate and study the seismic capacity of building and the emergency plan for earthquake.
  9. The application, reviewing and certification of the building constructions within the airport.
  10. To enforce, supervise and report of the disputes, controversy, lawsuits and investigations of the construction contracts.

Mechanical & Electrical Facilities Section

  1. To study and resolve the construction and design technical standards/ regulation of Aerodrome M & E facilities.
  2. To oversee the M & E facilities engineering construction of airfield.
  3. To enforce, authorize, audit and supervise the M & E facilities project (including fire fighting facilities in aerodromes) of CAA and its subordinate organizations.
  4. To supervise and coordinate the obstructions lighting equipped in obstruction restriction and limitation area for the airport take-off/landing zone.
  5. To coordinate and manage the emergency plan of flood at CAA and the subordinate organizations.
  6. To enforce, supervise and report of the contract disputes, arbitration, lawsuit and investigation of the M & E facilities construction contracts.
  7. To verify and audit the maintenance contract of the aerodrome civil construction.

Real Estate Section

  1. To supervise the land requisition, appropriation and leasing for the airport and navigation equipment.
  2. To supervise the evaluation, negotiation and the teardown of ground objects on the land of CAA, airports or navigation facilities.
  3. To audit and supervise the land cadastre and current usage measurement.
  4. To audit and manage the cadastre data of land use for CAA, airports, navigation facilities and the urban plan alteration.
  5. To supervise the coordination and re-survey of the cadastral drawings, and related data correcting, alteration and register.
  6. To supervise and manage the type one and two properties, the ownership register and status maintenance.
  7. To supervise the type one and two property data record set-up, alteration and audition.
  8. To supervise and manage the property including land and building drawing, documents and tax deduction.
  9. To manage the property rights and in charge relevant lawsuit.
  10. To supervise and manage the contract and compensation of land requisition and appropriation.
  11. To manage and review the stating and pleading of land issues.
