Air Transport Division

Preface

This division is divided into three sections : Planning, Operation Management and Security. The main business includes the establishment, certification and supervision of the four Civil Aeronautic Industries (Civil Air Transport Entreprise, General Aviation, Air Freight Forwarder, and Air Cargo Enterpot) as well as the management of route applications, civil air transport development plan, the supervision of the AVSEC procedures and measures, the supervision of the operation of dangerous goods transport by air. The division was granted ISO 9002 certification on May 31st, 1999.

Business Description

Operation Management Section

  1. To review and alter the regulation of the air freight station operation.
  2. To review and alter the regulation of the aviation management.
  3. To approve and give the permit to the air freight stations.
  4. To renew the permit for the air freight stations.
  5. To approve the establishment, operation, and alteration of the air freight stations.
  6. To receive the application of common airliners.
  7. To receive the application of common airliners'out field landing.
  8. To approve the request of international chartered flights from the civil air transporters.
  9. To approve the request of domestic additional flights from the civil air transporters.
  10. To approve the request of international additional flights from the civil air transporters.
  11. To approve the request of temporary landing from foreign airplanes.
  12. To approve the request of periodic flights over our nation from foreign airplanes.
  13. To renew the route certificate for the domestic airlines.
  14. To renew the route certificate for the foreign airlines.
  15. To receive the application of domestic flight air fare.
  16. To receive the application of international flight air fare.
  17. To receive the application of international flight schedule.
  18. To manage the air transportation rent requested from the foreign airlines.
  19. To give irregular flight notices.
  20. To arrange the auction of import/export confiscated goods.
  21. To receive the application of domestic airport periodic flight schedules.
  22. To approve the request of domestic additional flights.

Planning Section

  1. To discuss and review the Civil Air Transport Regulation.
  2. To discuss and review the Civil Aviation Regulation.
  3. To evaluate the Domestic Aircraft Management essential points.
  4. To receive the application from domestic airliners.
  5. To examine and approve the new route for domestic air transporters.
  6. To receive the new route application from foreign civil air transporters.
  7. To receive the application of establishment from foreign air transporters.
  8. To receive the application of consignment agent in Taiwan from foreign air transporters.
  9. To examine and approve the alteration of the civil aviation items.
  10. To examine and approve the foreign employees of domestic air transporters.
  11. To map out the "Air Emergency Medical Service" plan.
  12. To receive the application of use of helicopters from civil air transporters.
  13. To contact the air transport between Taiwan and China.
  14. To allocate the take-off & landing operation for the domestic airports.
  15. To discuss and review the "Regulations for government employees of Ministry of Executive Yuan travel on duties by the national airlines".

Security Section

  1. To supervise the aviation security affairs, procedures and measures.
  2. To supervise the operation of airlines involved in transporting dangerous goods by air.
  3. To supervise the operation of air freight forwarder, airport ground handling service and air cargo entrepot involved in transporting dangerous goods by air.
  4. To supervise the affairs, operations and measures of Aviation Police Office involved in aviation security.
  5. To coordinate the installation of the aviation security screening equipment in the airport.
  6. To neutralize the hijack, sabotage and acts of unlawful interference.
