Air Traffic services

ICAO approved R.O.C. (Taiwan) to establish the Taipei Flight Information Region in its 18th council session. This makes Taiwan an important link among Hong Kong, Manila and Fukuoka FIRs. There are 18(R596,R200 and part of B591 are only provided for cross-strait flights) international routes and 4 domestic routes in Taipei FIR. The following are the 5 major air traffic services CAA provides:

  1. Air Traffic Control Services:
    Providing Air Traffic control service in a safe, expedient, and orderly manner in accordance with international standards and regulations.
  2. Aeronautical Electronics Services:
    Providing guidance information or position data for the efficient and safe operation of aircraft supported by one or more radio navigation aids.
  3. Flight Information Services:
    Provide real time and long term flight information to aircraft, airports and airlines.
  4. Aeronautical Meteorological Services:
    Provide airport weather conditions, short term weather forecast, satellite images and en route weather forecast.
  5. Aeronautical Telecommunication Services:
    The aeronautical telecommunication service consists of aeronautical fixed service and aeronautical mobile service.
    The aeronautical fixed service is a telecommunication service between specified fixed points provided primarily for the safety of air navigation and for the regular, efficient and economical operation of air services. The aeronautical mobile service is two-way communication between stations on the surface of the earth and aircraft.

Enhancement of Navigation Aids

To enhance the quality of air navigation services and to improve aviation safety, CAA has established various navigation facilities after continuous efforts on up-grades and modernization. The following are details of the facilities:

  1. Navigation Aid for Airways:
    There are 8 VOR's (VHF Omni-directional Range) and serval DME's (Distance Measurement Equipement) and NDB's (Non-Directional Beacons) that provide all-weather air navigation services.
  2. Navigation Aids for Approach:
    There are ILS facilities in Taipei Songshan, Taoyuan, Chiayi, Tainan, Kaohsiung, Makung, Kimmen and Hualien airports. In addition, LDA's (localizer type directional aid) were installed in Taipei Songshan, Hualien, Taitung, Kinmen, Beigan and Nangan airports.
  3. Surveillance System:
    Surveillance system consists of radars and ADS-B (automatic dependent surveillance-broadcast).
  4. Air Traffic Management System:
    ATMS (air traffic management system) is a crucial system for air traffic controllers to manage air traffic with more advanced features including AIDC (air traffic services interfacility data communications) and MAESTRO (Means to Aid Expedition and Sequencing of Traffic with Research of Optimization). Besides, ATMS tracks target aircraft by using MSTS (multi-sensor tracking system). The MSTS fuses the data from various radar sources and ADS-B stations so that the target-tracking function of ATMS is more robust to the failure of radars or ADS-B stations.
