SEPTEMBER 27, 2022 DAILY NEWS BULLETIN —LIKE-MINDED COUNTRIES CALL FOR TAIWAN’S MEANINGFUL PARTICIPATION IN ICAO DURING THE 41ST ASSEMBLY

  1. Today, the 41st assembly of the International Civil Aviation Organization (ICAO) kicked off in Montreal, Canada. Making the case for Taiwan on this occasion for the first time, U.S. Transportation Secretary Pete Buttigieg said “all of international civil aviation’s most important stakeholders, particularly those who would administer critical aerospace, like Taiwan, should have the opportunity to participate meaningfully in ICAO’s work.” Meanwhile, dozens of overseas Taiwanese also rallied outside the ICAO Headquarters to solicit support for Taiwan’s inclusion in the organization.
  2. Separately, a good number of countries condemned Russia’s invasion of Ukraine. Germany and the EU accused Russia of violating the very objective of ICAO since its establishment in accordance with the Chicago Convention in 1944, that is, to create and preserve friendship and understanding among the nations and peoples of the world, avoid friction, and promote cooperation on the basis of world peace, thereby upholding aviation safety and orderly development. As the sole administrator of the Taipei Flight Information Region (FIR), Taiwan’s Civil Aeronautics Administration (CAA) seeks participation in ICAO also with a view to ensuring real-time communication with this international platform lest there should be a repeat of China’s unilateral designation of a temporary danger area therein in August.
  3. During its bilateral talks with the ICAO Action Team, the Palau delegation recognized Taipei FIR’s extraordinary performance in the international aviation community and endorsed Taiwan’s participation in the ICAO assembly and its technical meetings, thereby ensuring regional and global aviation safety. Palau also pledged to speak up for Taiwan over the course of the ongoing assembly. 
  4. The numbers of available seats and the volume of passengers have reached to 80% or so of pre-pandemic levels, according to ICAO’s latest statistics for the global civil aviation industry. ICAO also forecast that most international routes should be able to fully recover pre-pandemic levels in the fourth quarter of this year or the first quarter of 2023, with East Asia and North Asia likely to lag behind a bit. Taiwan also sustained a heavy blow to international passenger traffic due to border control and quarantine restrictions. International cargo transport, however, bucked the trend. Taoyuan International Airport thus emerged as the world’s fourth-busiest airport in both 2020 and 2021. As international passenger traffic is about to pick up amid border opening around the world, Taiwan has readied itself to usher in a new post-pandemic era.
