SEPTEMBER 26, 2022 DAILY NEWS BULLETIN—TAIWAN'S PARTICIPATION IN ICAO:KEY TO “RECONNECTING THE WORLD”

  1. The 41st assembly of the International Civil Aviation Organization (ICAO) kicked off on September 27. As head of the Taiwan ICAO Action Team, Civil Aeronautics Administration of Taiwan (Taiwan CAA) Deputy Director General Lin Jiunn-liang is now in Montreal, Canada to express appreciation to allies and like-minded countries for their longtime support and the Taiwan's determination to participate in ICAO. At 10:30 a.m. on September 26, Ministry of Foreign Affairs (MOFA) held an international news conference where Taiwan’s representative to Canada Tseng Ho-jen and Deputy Director General Lin reaffirmed to media journalists about the country’s resolve to push for its inclusion in ICAO.

On the occasion, Deputy Director General Lin said ICAO, as an international organization focusing on civil aviation affairs established in accordance with the Chicago Convention in 1944, is supposed to aim for creating and preserving friendship and understanding among the nations and peoples of the world, avoiding friction, and promoting cooperation. Taiwan shares these aspirations as it strives for civil aviation services conducive to stability and safety of the Asia-Pacific region. With “Reconnecting the World” as its theme, the ongoing triennial assembly is the largest ICAO meeting since the outbreak of the coronavirus pandemic. It is thus all the more justifiable for such an event highly symbolic of the civil aviation industry’s recovery to include Taiwan. That’s also why Taiwan is taking advantage of this occasion to make the case for its ICAO participation in a pragmatic manner.
  3. In the afternoon of September 26, the Taiwan ICAO Action Team met with delegates from Paraguay and Saint Lucia among other allies and like-minded countries. It was agreed that Taiwan commands a pivotal position in East Asia and is home to an advanced civil aviation industry. Taiwan’s participation in ICAO promises to help accelerate the recovery of the global civil aviation industry in the post-pandemic era. To be sure, it is a case of necessity that does not deserve to be politicized. These partners agreed to speak on behalf of Taiwan at the ICAO assembly or assist in facilitating Taiwan’s confidential communication with key figures of the organization.

At an MOFA reception in Montreal on the same evening, Representative Tseng and Deputy Director General Lin both called for support for Taiwan’s meaningful participation in the ICAO assembly and its technical meetings. In a prerecorded video, Minister of Transportation and Communications Wang Kwo-tsai also appealed to the international community by echoing the theme of the 41st ICAO Triennial Assembly: “Reconnecting the World.” In the post-pandemic era, he said, there is an even more compelling case to be made for coordination and cooperation among all stakeholders in the international civil aviation community. ICAO should by all means reconnect with Taiwan.
  5. The MOFA reception was a hearty occasion that gathered a good number of distinguished guests. Seven of them, including the Director of the Belize Department of Civil Aviation, Director General of Haiti’s National Office of Civil Aviation, Nauru’s Minister of Transport, Paraguay’s Ambassador to Canada, the Federation of Saint Christopher and Nevis’ High Commissioner to Canada, and Saint Lucia’s Consul General in Toronto, addressed the occasion. Also present were delegates from the U.S. and five other like-minded countries. All the distinguished guests agreed that Taiwan, as an air traffic hub between Northeast Asia and Southeast Asia, performed admirably during the pandemic by keeping the global supply chain running smoothly. Taiwan’s participation in ICAO is of such consequence that it deserves solid support of the international community.
