SEPTEMBER 27, 2019 DAILY NEWS BULLETIN — TAIWAN SEEKS TO COOPERATE WITH OTHER COUNTRIES TO PROTECT GLOBAL AVIATION SECURITY AND ACHIEVE A SEAMLESS SKY

  1. Because members of environmental groups held a demonstration calling for action on climate change in Montreal today, the ICAO Assembly cancelled all of the day’s meetings. However, the Taiwan ICAO Action Team continued to hold bilateral talks with allied and friendly countries today, and exchanged views concerning such issues as aviation safety, security, and air traffic management. At these talks, representatives from Taiwan and various other countries discussed the major topics on the ICAO Assembly’s agenda and issues of concern for CAA.
  2. According to our understanding, ICAO is promoting its Global Aviation Security Plan (GASeP), and the current ICAO Assembly will further discuss the pace of future development and related guiding documents. Although Taiwan is not an ICAO member, CAA is still ready to discharge its international social responsibilities and actively establish aviation security systems in full compliance with the standards in ICAO’s Annex 17. CAA is also promoting the establishment of aviation security management systems (SeMS) by Taiwan’s airlines and airports.
  3. During the bilateral talks in Montreal, many civil aviation authorities shared their views with Taiwan ICAO Action Team. Since the scope of aviation security issues has become ever broader recently, the current ICAO Assembly will discuss topics extending to cyber security and unmanned aircraft security. In particular, ICAO is very conscious of the importance of cyber security, and working papers for the current Assembly propose the question of whether to establish a dedicated cyber security expert team to handle relevant issues and whether to add a new dedicated Annex providing relevant standards. ICAO also appeals to member states to coordinate relevant actions, share cyber security intelligence under cooperative joint protection arrangements, and make protection mechanisms. In this regard, Taiwan possesses a robust information and communications industry and cyber security technology, and CAA is willing to participate in relevant ICAO cyber security technical conferences and cooperate with other countries.
  4. Maintaining international aviation safety is part of the CAA’s core mission. As a member of international society, CAA hopes to use its civil aviation industry development experience and professional knowledge and skills to continue to strength cooperation in the field of aviation security with other countries. By filling the missing security puzzle pieces, the CAA looks forward to ensuring seamless global aviation security.
