SEPTEMBER 26, 2019 DAILY NEWS BULLETIN — ALLIED AND FRIENDLY COUNTRIES ENTHUSIASTICALLY ATTENDED TAIWAN’S WELCOME RECEPTION AND EXPRESSED SUPPORT FOR TAIWAN’S PARTICIPATION IN INTL. ORGANIZATIONS

  1. The Ministry of Foreign Affairs held a welcome reception this evening. Both Wen-yi Chen, Ambassador of Taiwan’s representative to Canada, and Shu-ping Ho, Deputy Director General of CAA had welcome speeches in an appeal to those present to support Taiwan’s participation in ICAO. Since ICAO is to achieve its goals of "seamless sky", "uniting aviation" and "connect to the world", the Taipei Flight Information Region under the CAA’s jurisdiction should be an inseparable part of ICAO’s global Flight Information Region network. In addition, Taiwan is located in an important position in Asia Pacific region, and has air links connecting about 150 cities worldwide. As an important stakeholder of international aviation, the CAA should participate in ICAO with all the other Flight Information Region managers, and should not be excluded. The CAA is constantly pursuing aviation safety, and would like to share Taiwan’s civil aviation development experience to realize ICAO’s goal of seamless aviation safety. At tonight’s welcome reception, the CAA not only expressed "Taiwan can help" to the world but also showed appreciation to all friendly countries for supporting Taiwan’s participation in ICAO.
  2. Minister Lin of the Ministry of Transportation and Communications also actively strives for international support via recording a video beforehand. As ICAO marks its 75th anniversary of Chicago Convention on International Civil Aviation this year, in order to response to the Convention’s goal of "through the future development of international civil aviation", we therefore call on the global community to urge ICAO to allow Taiwan’s professional and constructive participation. In addition, Minister Lin also emphasized that Taiwan is located at a key position in the Asia Pacific region. The Taipei Flight Information Region managed by Taiwan served more than 68.9 million passengers and provided services to over 1.75 million controlled flights in 2018. Besides, the G7 Foreign Ministers’ Communique said that they support the substantive participation of all active members of the international aviation community in ICAO forums. This wording is in line with our appeal. All the above meaning that Taiwan’s intensive long-term efforts to promote its meaningful participation in ICAO have attracted attention from international society. As a consequence, we again appeal to all parties to accept Taiwan’s participation, which will be in keeping with ICAO’s vision and truly realize its goal of connecting to the world.
  3. It had a warm and alive atmosphere at today’s welcome reception. Numerous distinguished guests were present, there were Eswatini’s Minister of Public Works and Transport; Saint Lucia’s Minister of Agriculture; the Head of Guatemala’s Civil Aviation Bureau; Advisor to the Embassy of Saint Kitts and Nevis in Canada; the Head of Belize Department of Civil Aviation; the Head of Honduras’ Civil Aviation Bureau; the Head of Haiti’s Civil Aviation Bureau; the General Manager in charge of airports of Saint Vincent’s Department of National Security; and the Vice Minister of Tuvalu’s Ministry of Foreign Affairs. In addition, guests from five friendly countries, including the United States, also attended the reception. All guests expressed that in view of Taiwan’s important location at the junction of northeast and southeast Asia and significant contribution to civil aviation, it is vitally important that Taiwan participate in ICAO, and also expressed their support for Taiwan’s participation in the ICAO.
