SEPTEMBER 26, 2019 DAILY NEWS BULLETIN — ALL FLIGHT INFORMATION REGIONS ARE ENTITLED TO CONTACT ICAO DIRECTLY; TAIPEI SHOULD NOT BE AN EXCEPTION

  1. Today, the Taiwan ICAO Action Team met with allied and friendly nations including Belize, Honduras, Tuvalu, and the United States. These countries all strongly supported Taiwan’s participation in the ICAO Assembly and relevant technical meetings in order to ensure regional and global aviation safety. All parties exchanged views concerning aviation safety, security, and air traffic management issues, as well as shared their implementation experience.
  2. Today, the ICAO Assembly discussed and endorsed the latest version of the Global Air Navigation Plan (GANP), the Sixth Edition. This sixth edition of the GANP applies a multi-layer structure which is encompassing four distinct layers – global strategic, global technical, regional, and national. For decision makers as well as technical management people of each country, the latest GANP strengthens their understanding and grasp on it. GANP established priorities in terms of air navigation for the next 15 years, and introduced the concept of Aviation System Block Upgrades (ASBU) while specifying that each region should establish their own Regional Air Navigation Plans (RANP) to meet their individual needs and circumstances in line with the Global Air Navigation Priorities.
  3. ICAO Asia-Pacific Regional Office has published the Asia-Pacific Regional RANP, which has 4 aviation Performance Improvement Areas (Airport Operations, Globally Interoperable Systems and Data, Optimal Capacity and Flexible Flights, and Efficient Flight Path) and are divided 25 modules of 3 different priority. 13 of 25 ASBU blocks are given the first priority. Under the active oversight of CAA, the Taipei Flight Information Region has completed 9 blocks (such as performance-based navigation procedures, inter-facility data communications, digital aeronautical information management, and electronic aeronautical information publication, etc.), and its progress puts it on a par with the developed Asia Pacific countries.
  4. Taiwan is located in a key position in the Asia Pacific region. In 2018, over 1.75 million instances of air traffic control services were provided in Taiwan. The Taipei Flight Information Region bears responsibility for the key mission of ensuring aviation safety and efficiency. However, Taiwan was excluded from the ICAO and has had no direct contact with the ICAO. Therefore, the relative airports data in the Regional Air Navigation Plan issued by ICAO are not provided by Taiwan, and the correctness of this data awaits further confirmation. The pace of progress on the various work projects in the Asia Pacific region must be consistent, and all parties must work together to maximize effectiveness. Only by inviting Taiwan to participate the ICAO’s various discussion and technical meetings can Taiwan share aviation data for the Taipei Flight Information Region and its work progress with other Asia Pacific countries, and the missing puzzle piece in ICAO’s seamless sky be filled in.
