The Air Traffic Services Division (ATSD) is in charge of the maintenance of ATS safety as well as improving the quality and efficiency of Air Traffic Services. The ATSD also deals with the development and implementation of Air Traffic Control (ATC) regulations, policies and procedures which includes instrument flight (IFR) procedures, Aeronautical Information Services, Aeronautical Telecommunications, Aeronautical Meteorological services, Air Traffic Services (ATS) Audit and Air Navigation Facilities. The ATSD monitors ANWS’s performance and provides appropriate advice as needed.

- To promote the function of ATC automation system and to implement plans for new and improved system. - To reinforce the audit, review, supervision and advice of Air Traffic Services. - To review, coordinate and manage the use of airspace. - To reinforce the cooperation between the military and civil aviation authorities. - To monitor the training of ATC, Aeronautical Meteorological services, Aeronautical Telecommunications and Aeronautical Information Services personnel in order to promote the quality of service

V. The Sectional Functions of Air Traffic Services Division
(1). ATC Operations and Procedures Section
1. The development of Air Traffic Control (ATC) regulations and policies. 2. The planning and coordination of airspace within the Taipei Flight Information Region. 3. The supervision of ATC practices. 4. The handling of ATS reports, incidents. 5. Setting criteria for air traffic control personnel’s training and certification. 6. To coordinate with the Air Navigation Control Committee for the effective use of airspace for both military and civil aircraft.
(2) ATC System Section
1. Planning of Air Traffic Management System and deployment of related navaids. 2. Establish criteria for Air Traffic Services standard. 3. Establishment of airways and producing en-route and terminal charts. 4. Design of Terminal Instrument Flight Procedures. 5. Obstacle evaluation beyond the limitation surfaces of airport.
(3) Aeronautical Information Services
1. The development of regulations and Flight Information Service policies. 2. Publication of the Aeronautical Information Publication, its amendments and supplements. 3. The issuance of NOTAM and Aeronautical Information Circular. 4. Setting training criteria for Flight Information Service personnel 5. Supervision of Flight Information Service activities.
(4) Aeronautical Telecommunications
1. The development of Aeronautical Telecommunications regulations and policies. 2. The application of aeronautical radio frequency assignment and coordination. 3. The planning of aeronautical fixed telecommunication. 4. Setting training principles for aeronautical communication personnel. 5. The supervision of communication activities. 6. The inspection of aeronautical radioand facilities and the oversight of aeronautical electronic equipment import/export applications.
(5) Aeronautical Meteorological services
1. The development of Aeronautical Meteorological regulations 2. Setting training criteria for Aeronautical Meteorological personnel. 3. The supervision of Aeronautical Meteorological service activities.
(6) ATS Audit Section
1. Oversight and review of air traffic service regulations and operational directives to ensure compliance with ICAO annexes and documents. 2. Set and adjust the ATS safety target level within the Taipei FIR. 3. Conduct safety audits for air traffic services. 4. Provide training courses associated with ATS safety management & audit functions.
(7) Air Navigation Facilities Section
1. Development of standards and regulations of navigation equipment. 2. To supervise or conduct the survey of equipment locations, construction requirements, the installation of equipment and identifying other qualities and capabilities. 3. Review the implementation of Taipei FIR Communication, Navigation, Surveillance/ATM program and future development.
